Multiple valuation (year & ND)

When do you take a lets say 16 multiple and 16 ebitda, and when do you take a 15 multiple and 16 ebitda? Also, when deriving the EV in 16, do you deduct Dec 16 net debt or the latest reported net debt (which is rather June 15)?
