New UK non-EU visa rules - impact on 2016 FT London recruiting

I recently heard about the new immigration rules the UK is implementing for Tier 4 visa holders: https://www.gov.uk/government/news/tier-4-visas-im.... Can someone please clarify what they will entail for incoming MSF/MFE students who are not EU citizens?

"The main changes will [...] ban college students from being able to switch visas to Tiers 2 or 5 in the UK, and require them to apply from outside the UK." How am I to interpret this? Are incoming non-EU students basically screwed for FT recruiting, or will banks and other firms find a nifty way to still hire them? Will it vary from BBs to boutiques? Does this apply as stringently to people with US/Canadian citizenship who can speak several European languages? Does this apply equally to all universities or only to so-called bogus colleges? EDIT: Seems like it doesn't apply to actual universities (see below), but then why is there a large bank that didn't give out offers to non-EU interns, including students in the UK (WSO link above)? Still would appreciate any further insight/confirmation.

"You may have recently read that the work rights for Tier 4 students and their ability to switch into Tier 2 or extend their visa in the UK has been removed. We can confirm that the change in working conditions and your ability to switch into Tier 2 in the UK will not affect students studying at degree level at the LSE.
The changes that have been implemented only affect students studying at below degree level in Further Education colleges. These colleges provide post-16 education mostly below degree level."
